Jeffrey Cotsifas-President/Special Projects Director
 

Jeffrey Cotsifas has over fourteen years of experience in the areas of aquatic ecotoxicology, environmental chemistry, environmental/ecological risk assessment, contaminant fate studies, and regulatory permitting and negotiation. Jeff currently manages Pacific EcoRisk’s Dredge Materials Program which provides services for a wide variety of clients including the Port of Oakland, Port of San Francisco, as well as numerous port terminals and marinas. Jeff is active in the development of sediment quality guidelines for San Francisco Bay. Jeff’s current research interests are in the development and implementation of surface water, sediment porewater and sediment toxicity identification/ reduction evaluation (TI/RE) methods using standard EPA test species as well as resident aquatic organisms. Jeff is also actively investigating the fate and effects of petroleum and petroleum products in the aquatic environment. Jeff was very involved in the development of sediment porewater TI/RE guidelines for the San Francisco Bay system as well as evaluating the application of TI/RE methods to stormwater discharges. Jeff has recently participated in the development of site-specific criteria for cobalt and has been directly involved in the development of site-specific criteria for copper in freshwater and marine environments, and is currently working on similar studies for aluminum.

Jeff has extensive experience in aquatic and sediment toxicity issues and has managed and performed numerous studies that have included water-column, whole sediment, sediment elutriate, sediment porewater, sediment bioaccumulation and intact sediment core (sediment-water interface) testing approaches. Jeff has experience in directing large-scale projects, including management of multi-subcontractor teams. In addition, Jeff is very familiar with relevant regulatory issues and has worked with all the major regulatory agencies as well as multi-agency groups such as the San Francisco Dredge Materials Management Office (DMMO). Selected projects which have involved a leadership role by Jeff include:

arrow performance of water effect ratio studies;
arrow development of site-specific water quality criteria;
arrow development and implementation of TIEs for both POTW and industrial dischargers;
arrow evaluation of stormwater runoff toxicity using TIEs;
arrow development and implementation of sediment (porewater) TIEs;
arrow

screening of new test species for evaluation of stormwater runoff toxicity;

arrow

NPDES toxicity testing for municipal and industrial dischargers;

arrow

development of QA/QC programs for several toxicity testing labs;

arrow

monitoring of ambient water toxicity in a variety of ecosystems;

arrow biomonitoring of bioaccumulation in contaminated field systems;
arrow

performance of dredged material evaluations.
