Stephen received his B.S. in biology with a focus in marine biology from CSU, Stanislaus, and performed his doctorate studies in ecotoxicology in the UC Davis Pharmacology and Toxicology Graduate Group. Following a decade of work in several aquatic ecotoxicology laboratories, Stephen joined Pacific EcoRisk (PER) in 1999. He has served as PER’s Laboratory Director, QA Officer, and is currently a Vice President and a principal of the firm in which his role is the oversight of PER’s laboratory operations.

He has extensive experience designing and managing environmental monitoring programs, and has served on several technical committees with Regional Water Quality Control Boards, including the Technical Advisory Committee that participated in the design of the Central Valley Regional Board’s Irrigated Lands Regulatory Program.

He manages PER’s chemical product testing and ambient water monitoring programs, which include studies for irrigated agriculture, watershed programs, MS4 stormwater permittees, and other stormwater programs. In addition to providing consulting with Regional Board staff regarding guidance on the program design, he is expert in the preparation of Quality Assurance Project Plans and Sampling and Analysis Plans, subcontract laboratory selection and contracting, field log design, field team oversight, event-based compliance summary generation, and annual report preparation.
